Since the "concept art" pic looks just like Epsilon, this makes me think that it probably will apear in the game in some form, most likely as the Rank 1 set.

How do we know It will relaese in april?
Locale.xml. Game file. It says something about checking the faction vendors for the new specialty kits, and marking the paragraph as "April2011_CONTENT". So that's how we know.

That is not concept art, it is the picture of the space ranger that was never test-able in Alpha, or possibly Pre-Alpha, It does not look a thing like concept art.
